Error description

• When attempting to upgrade the TSM Server from an existing
  version of 6.x, the installation process may complete
  successfully even though no filesets are upgraded.  A subsequent
  attempt to start the TSM Server will continue to show the
  original version of Server code is installed.
  
  This behavior may be seen when the installation directory
  contains files extracted from multiple TSM installation
  packages.
  
  TSM Server Versions Affected:
  All TSM 6.x Servers
  
  Initial Impact:
  Low
  

Local fix

• Extract the contents of the installation package into an empty
  directory prior to attempting the upgrade.

Problem conclusion

• Apply fixing level when available. This
  problem is currently projected to be fixed
  in levels  6.1.6.0 and 6.2.3.0. Note that this is
