Error description

• If the HOD administrator disables the Scratch pad function in
  the session properties, it is not actually disabling the
  function when the user starts the session.  In the Deployment
  Wizard for a html-based client, in the Disable functions, if the
  Scratch Pad is disabled under Appearance, the client can still
  select Edit -> Send to scratch pad from the menu bar.

  When HOD Administrator disables the Scratch Pad feature using
  Deployment Wizard the users should not be able to view or use
  ScratchPad in their sessions. The problem is "Send to
  Scratch Pad" option is left enabled even when the Scratch Pad
  feature is disabled. The clients are able to use the Scratch
  pad feature.
  

Problem conclusion

• Code changes have been made to remove the "Send to Scratch
  Pad" option when Scratch Pad feature is disabled, so that
  users will not have any access to Scratch Pad feature.
  
  Fix to be available in HOD 11.0.3.1 Fix Pack.
