  to complete dsmserv format with these errors:

  ANR2678E Server database format failed.
  This problem might occur during these activities:
  o Installing a new Tivoli Storage Manager server
  o Creating a new instance on a machine which has an existing
    Tivoli Storage Manager server
  o Restoring the database of a Tivoli Storage Manager server
  This problem is caused by DB2 apar IC66990 and IC67528 which
  describes a problem with stopping the DB2 database instance if
  the db2sysc process id is 8 digits long.
  For example:
  # ps -ef | grep db2sysc
  tsminst1 15597692 41418940 4 Nov 08 - 2149:43 db2sysc 0
  In this case the db2sysc process id is 15597692 which is
  8 digits long. This process id might not be able to be
  found since the db2sysc process is not running when the
  dsmserv format command is issued. If other processes on
  the system are 8 digits long, then it is possible that
  the new db2sysc process id which will be created by the
  dsmserv format command will also be 8 digits.
  If this problem exists and the db2sysc process id is
  known to be shorter than 8 digits, then this APAR is
  not related to the problem.

Local fix

• Tivoli Storage Manager maintenance also includes maintenance
  to the underlying DB2 database. The Tivoli Storage Manager
  maintenance levels which will include the DB2 fixes is still
  to be determined.
  Rebooting the system has been known to solve this. Reducing
  activity on the system after a reboot, or some other action to
  prevent process IDs from growing to 8 digits might solve this.
