Error description

• If an ACSLS library is not reachable for any reason
  
  and therefore scratch mounts are not possisble anymore, the
  following error message in TSM activity log is encountered;
  
  ANR1404W Scratch volume mount request failed
  ANR0104E Error 132 deleting row from table MMS.Lib.Inventory
  
  The mount action failed because server attempted to mount a
  scratch volume in the acsls library.
  But there is no scratch volumes for this library currently.
  Server tries to acquire a non-existing scratch volume name.
  
  Server 'PVR MMS DBCMD DBCLI DBEXEC DBRC' trace will show the
  non-existing volume name;
  12:34:56.123
  [1234][mmsacsls.c][3721][PrepareScratchVolume]:Acquired scratch
  volume ?$CC in library LIB0.
  
  where _$CC is the non-existing volume name.
  
  Initial Impact: Low
  
  Tivoli Storage Manager Versions Affected: All 6.2 Servers

• Ensure there are sufficient available scratch tapes
