Error description

• Because quotation marks are being used twice when calling
  default MAILUTILITY ntmail, the call will be interpreted
  incorrectly.
  - The subject is truncated.
  - The truncated part is interpreted as recipient.

Problem conclusion

• The double quotes from the subject have been removed.  The
  program should now behave reliably.  Fixed in 11.50.xC9.
