Error description

• During startup, the installer calls the Remote Execution and
  Access (RXA) isPrivilegedLogin API call and passes it a null
  value.
  
  On Windows 2008, the isPrivilegedLogin API call will return an
  error when passed a null value and results in the installer
  failing and displaying a dialog box even though an account that
  belongs to the Administrators group is being used to run the
  installer.
  
  The dialog box will say:
  
  'The Installer Cannot Be Run On This System.'
  
  The installation wizard cannot run on your configuration.
  Verify the following:
  
  Windows:
  - The current ID is part of the Administrators group.
  
  AIX, HP-UX, Linux, Solaris:
  - The current user ID is root.
  
  If you are doing a silent installation, ensure that the
  LICENSE_ACCEPTED variable is set to true. This variable can be
  specified either in the command line or in the response file.
  
  TSM Versions Affected: 62W
  
  Customer/L2 Diagnostics:
    Open the stderr and stdout files and look for the message:
    'Userid is not privileged.'
  
    Default location for the files is: C:\stderr and C:\stdout
  
  Initial Impact: Low
