• Closed as program error.

Error description

• :  When upgrading from Tsm server version 6.1.0.0 to 6.1.3.1,
  the upgrade process fails during Tsm Environment check. The
  error message indicates that minimum requirements are not met.
  DB2 9.5 requires AIX v5.3 TL06 and SP2 plus APAR IZ03063.
  .
  Running aix command  instfix -ik IZ03063   reveals that the
  patch is installed, but the  environment check still fails.
  

Local fix

• In some cases, simply running the upgrade process again resolved
  this issue.
