IC68758: SBLOB LOCK PROMOTION DOESN'T WORK

• Closed as program error.

Error description

• Promotion of a bigger number of sblob metadata row locks to a
  single partition lock when 1/3 of the lock table size is reached
  doesn't work.

Problem conclusion

• Fixed in IDS 11.50UC9. The lock promotion will work correctly
  increasing performance to previous levels.
