IC68026: CALCULATION FOR ESTIMATED USED SPACE OF A BLOBSPACE FOR ONBAR BACKUP IS WRONG

Error description

• Calculation of estimated used space of a blobspace backup when
  using onbar can result in huge overestimate; this estimate is
  used in certain circumstances for the storage manager to locate
  where to place backup object (e.g. very large will go to tape,
  and smaller will go to disk).
  
  Setting BAR_DEBUG to 7 will confirm the estimated bytes being
  used for the blobspace.
