Error description
User is migrating from 5.7.1.3 to 5.9.5 using Silent Install. The command line is: Setup.exe /S /v"USEINI=%INST%\pcomm\Pcomm595.ini REBOOT=ReallySuppress /L*v %TEMP%\PCOMM595.log /qb-!" The install runs fine but when you try to run Certificate Manager utility you get a popup that the install needs to complete. This is not working as expected. The INI file shows that Certificate Manager and SSL are both set to be installed but this is not happening.

When migrating, we make the feature selections match the features selected in the currently installed version. If both migration and response file use are occurring, then whichever feature selection altering function runs last will win. Currently the migration logic is applied after the response file logic, so the migration logic effectively overrides the contents of the response file.
Problem conclusion
Altered the order of logic processing so that response file processing will override standard migration processing. The IS project file for the iniutils merge module was changed. Fix scheduled to be available in PCOM 5.9.6.2 Fix Pack Fix scheduled to be available in PCOM 6.0.3 Refresh Pack
