Error description

• Customer installed PCOM 5.9 CSD4 and now they're noticing the
  poppad takes a few seconds longer to launch than it use too.

  On a connected session when users right click using the mouse
  to invoke the POPPAD they experience a delay.
  

Problem conclusion

• A previous code change used to wait for a double right click
  to be processed before showing the POPPAD. This causes the
  delay. PCSWS.EXE has been changed to remove this check.
