  The error message is not verry explicit and the offset is OK
  for some values and not for other. OK for values between 1
  and 2.9 mm KO for other values.
  

Local fix

Problem summary

• INCIDENT DIAGNOSIS:
   The offset fails because of geometry inconsistency
   generated by the preceding fillet. The fillet
   algorithm has been corrected in that respect, and
   the scenario is now OK, provided the fillet
   operation is replayed first.
