Error description
When compiler generated code or the run-time need to issue a COBOL run-time message (IGZxxxxs), and the message is not available due to missing message table maintenance, an equivalent severity level generic message will be produced. That message will contain the message id and all the inserts in sequence that would otherwise have been issued. This avoids producing the serious level and otherwise not very informative CEE0454S message.

The user can use the runtime message documentation to understand the reason of the messages. This provided a reduced user experience with COBOL runtime message, but reduce the dependence of deployment of LE Runtime PTFs. Problem conclusion
The new feature is to address the user requirement of reducing the scheduling dependence of updated compiler generated executables to LE COBOL Runtime PTFs on deployment system(s).
