PI75538: NOTEST(DWARF) gives no "Local Variables" section in CEEDUMP output if the compile unit is compiled NORENT

Obtain the fix for this APAR.

APAR status

• Closed as program error.

Error description

• The "Local Variables:" section in a CEEDUMP for compile units
  compiled with the NOTEST(DWARF) compiler option should be
  produced regardless of the RENT compiler option setting.
  
  While this works correctly in the RENT case, the section is
  missing for NORENT compile units.
  

Local fix

• Use RENT if possible
