PI74200: Connection resets under heavy load when connecting to IHS on z/OS

Error description

Under a very heavy load, users may see connections being reset
when attempting to connect to the IBM HTTP Server. The issue
is caused when a client is connected on a keep alive
connection and the process that was previously handling the
connection is doing a graceful exit or restart.

Local fix

Set:

MaxClients=MaxSpareThreads
MaxRequestsPerChild=0

Problem summary

When using the event MPM, process termination during runtime
can cause connection resets.
The following configuration options stop the problem from
occuring:
MaxClients=MaxSpareThreads
MaxRequestsPerChild=0

Problem conclusion

The default IHS configuration was changed to a set of values
that prevent the problem from occurring.

This fix is targeted for IBM HTTP Server fix packs:
- 8.0.0.14
- 8.5.5.12
- 9.0.0.3
