Error description

When using:
# SAF support
LoadModule authnz_saf_module modules/mod_authnz_saf.so

SetEnvIf may not be honored and requests that need to be served
by the http server are sent to the plugin.  This can cause the
requests to fail with a 404 java.io.FileNotFoundException:
SRVE0190E: File not found.

Local fix

Use example from section:
Alter a request which would be handled by the plug-in such that
it will not be handled by the plug-in,

using the example to change the filesystem path that will be
used, documented at:

readable by some other modules when mod_authnz_saf was loaded.

Problem conclusion

mod_authnz_saf was updated to run later relative to mod_setenvif

The fix for this issue is targeted for IHS fixpacks:
 - 7.0.0.43
 - 8.0.0.13
 - 8.5.5.10
 - 9.0.0.1
