PI40883: FUNCTION LOWER-CASE(), UPPER-CASE() FAIL TO CONVERT LETTERS WITHDIACRITICS

APAR status

• Closed as program error.

Error description

• Both FUNCTION LOWER-CASE() and FUNCTION UPPER-CASE() fail to
  convert letters with diacritics, for example O-umlaut to/from
  o-umlaut.
  
  These functions will by design only convert between A-Z and a-z
  for a non-Unicode argument.  The Unicode (NATIONAL) argument
  versions of the functions have the noted problem.

Problem conclusion

• The translation routine was fixed to support National
  character case translation correctly.
