Problem summary

  During re-initialization of the SUBPROGRAM with QSAM file,
  storage was not reused correctly and was acquired instead,
  causing the run time to run out of storage.
  

Problem conclusion

• The runtime library was corrected to properly reuse storage for
  the QSAM File control block in subprograms that have the 'IS
  INITIAL' attribute.
