Error description

• The following should produce SMF type 103 subtype 14 records:
  
  LoadModule smf_module        modules/mod_smf.so
  SMFRecord ON
  
  But, the records are only written if this debug is set:
  SMFLogDebug ON
  

Local fix

• Use SMFLogDebug ON

Problem conclusion

• mod_smf has been updated to correctly write out the smf
  records regardless if SMFLogDebug is ON or OFF.
