  * USERS AFFECTED: Enterprise COBOL V5+ with programs that      *
  *                 access VSAM RRDS dataset.                    *
  ****************************************************************
  * PROBLEM DESCRIPTION: Message IGZ0021C is issued during OPEN  *
  *                      processing of a VSAM dataset.           *
  *                      If a VSAM RRDS dataset is newly         *
  *                      defined with IDCAM, the first           *
  *                      COBOL OPEN of the dataset requires      *
  *                      some extra processing in the COBOL      *
  *                      runtime to prepare the dataset for      *
  *                      COBOL I/O operation. If later no        *
  *                      record is actually written to this      *
  *                      dataset by the COBOL program, and it's  *
  *                      CLOSEd, and then a second COBOL OPEN    *
  *                      is performed, message IGZ0021C would    *
  *                      be issued during this second OPEN       *
  *                      processing.                             *

  * RECOMMENDATION: Install the provided PTF.                    *
