Error description

• In a multi-language application, mixing COBOL and PL/I, there
  was an invalid COBOL control block (GPCB).

  At program termination, the COBOL runtime is releasing all files
  and related resources that are acquired for the COBOL program.
  In the ILC case, termination processing is incorrectly done a
  second time, which results in the IGZ0099C error message.
