Local fix

Problem summary

• Customer experience Deadlock when the process is executing
  prochandler as a part of process exec/exit  and reading its
  own psinfo from procfs File system and another
  process is just reading the psinfo of the process
  which is executing in prochandler
  

Problem conclusion

• Solution is to  check for THREAD_INTERRUPTED after sleep
  in process ublock segment attach routines
