Error description
At the 7.1 TL2 level, when a force sync is done between a NIM master and the alternate master, errors are generated in the errpt showing that nimesis is crashing. This appears to be working as designed, but the customer monitors his errpt and does not want these errors showing up.

Problem conclusion
The best thing to do is reduce any access contention in nimconfig by 1) create the niminfo file 2) close any open fdes for the file 3) lastly, allow SRC to try and start the process.
