Error description
Customer configures a PowerHA unicast cluster with no sites. Both nodes have two adapters configured in the cluster. Customer halts the secondary node to test. PowerHA processes multiple fail_interface event followed by join_interface event for both adapters on the primary node, which have not actually failed. Sometimes PowerHA processes a swap_adapter of the service IP address. This problem will also occur in a single adapter per node configuration.

Problem conclusion
Added the new tunable "no_if_traffic_monitor" to monitor the ADAPTER traffic. When this tunable value is set to 1, it indicates that don't monitor the interface traffic and also don't use the interface traffic to validate the adapter state. When this tunable value is set to 0, it indicates that monitor the interface traffic and also use the interface traffic to validate the adapter state.
