Problem summary
cl_set_vg_fence_height -c rw might cause the reserve to be placed on the disk if the reserve policy for the disk is single_path in the ODM, and we open the disk with openx call with SC_NO_RSERVE flag in ext.
Problem conclusion
Code changed to remember the SC_NO_RESERVE flag till last open.
