Error description
Applications not able to establish new connections. The error from SCTP indicates that the connection is already there but, as per iptrace capture, no packet was ever sent out. Even SCTP kernel dump shows no connection. On connection establishment SCTP API returns with non-zero error code but errno is 0. There is a possibility where the sctp_send( ) on ACCEPTCONN will work when there are NO associations in the ACCEPTCONN socket.
