"ODBC connection check failed ... Could not run TI process: TestODBC " when running an Initial Publish

Troubleshooting

Problem

User launches the 'FAP Client', and starts an Initial Publish. This fails with an error.

Symptom

Inside FAP-related log, there is an entry:

Caused by: com.ibm.cognos.tm1.TM1Exception: SystemServerConnectionInvalid
                at com.ibm.cognos.fap.service.persistence.tm1.BaseTM1.executeTM1Process(BaseTM1.java:146)

2017-09-06 11:25:09,634 [pool-2-thread-1] ERROR BaseTM1 - ODBC connection check failed. Please verify the ODBC connection (named FAP)
on the TM1 server machine.

com.ibm.cognos.fap.common.exception.LoggedException: Could not run TI process: TestODBC

Cause

Missing (or invalid) ODBC connection (System DSN) on the TM1 server.

More Details:

An ODBC connection called FAP must be created on the TM1 server, which points to the FAP database.  This ODBC connection is used to pull the
data (from the FAP database) into the FAP TM1 data server.

Resolving The Problem

Create an ODBC connection (System DSN - 64-bit driver) on the TM1 server called 'FAP':

This should point to the FAP database.
