• When Portal issues a redirect after successful authentication
  through a TAI, the URL being computed does not encode query

Problem summary

• When Portal issues a redirect after successful authentication
  through a TAI, the URL being computed for the redirect does not
  encode query parameters properly. As a result, the redirect URL
  cannot be decoded by Portal.
  

Problem conclusion

• After fixing the method to compute the redirect URL, the query
  parameters are encoded with UTF-8 encoding.
