PK79949: Fix encoding problem with <PathCmpnt> tag in JSR 286 WCM Web Con tent Viewer portlet

Error description

• White spaces in URL's to WCM content items that were generated
  using the <PathCmpnt> tag must be double encoded with   when
  rendered with the New Lotus Web Content Local Rendering Portlet
  (JSR 286).
  This break backwards compatibility with previous versions of the
  WCM local rendering Portlet.
  This fix supports to generate URL's with single encoding of
  white spaces.
