Error description

• The output of ReleaseBuilder is incorrect if a skin or theme is
  removed from a page.
  
  The change is not reflected in the output file, and therefore
  not transferred to the target system.
  
  In some cases importing a correct output may also not result in
  an update removing the skin or theme.
  

Local fix

• Manually update themeref on target server.
