Local fix

Problem summary

• An exception in portlet when assigning members to composite app.
  clicking 'Assign Application Members' in the composite applicati
  menu an error message is shown in the resulting web page:
  
  [Exception in :/layouts/default.jsp] 0
  
  However no exception shows up in the log files. This problem onl
  if all users have been granted access in a role (it has to be a
  non-Manager  role or the portlet won't allow it) and then the ro
  edited and given Manager rights, and there are no other non-Mana
  roles left.
  
  The portlet assumes there will always be at least on user in the
  role. When this is not the case the menu us built with a size of
  setting the first element of the menu, which does not exist, an
  IndexOutOfBoundsException is thrown but is never written to the
