Error description

• <c-rt:if test = "${themePolicy.renderFavorites}">
  <div class="footer" id="footer" >
  ....
  so the footer div is NOT rendered when renderFavorites is set to
  false
  in the
  theme policy which is turn causes the palette to render
  incorrectly.
  The fix
  will be to render the div in all cases but not render the body
  of the
  div when
  renderFavorites is set to false. Note that the body of the div
  must
  always
  contain an HTML comment because IE has problems rendering empty
  divs.
