PK52949: TOO MANY DBE TABLE LPL/GRECP LOCKS ARE REQUESTED BY LOAD UTILITY

Error description

• When running LOAD utility, there will have lots of DBE TABLE
  LPL/GRECP and WEPR LOCKS requested, even the DBET entries for
  these objects don't have LPL/GRECP, WEPR set.

  Deleting DBET LPL and GRECP entries is part of the data set
  reset processing performed by DSM for LOAD.  DBET obtained locks
  when DELETE DBET exception data is requested even if none
  exists.  To avoid unnecessary locking, DBET relies on the caller
  to check if exception data exist before making DELETE request.
  

Problem conclusion

• DSM code is changed to check the DBET exception flag before
  making DBET DELETE request.
