APAR status

• Closed as program error.

Error description

• In V8, CREATE TABLESPACE and CREATE INDEX will preformat up to
  2 cylinders of space. This is not necessary for LOAD REPLACE
  processing since the pageset is opened format-write. This APAR
  will retrofit V9 function to avoid preformat of format-write
  pagesets.
  
  Regarding additional symptom RC00C90101 DSNITLPE ERQUAL501F:

  PK70866 is a retrofit from V9 base code for utility format write
  preformat enhancement. It also includes the code to initialize
  IHURP in the PNOT control block from the corresponding field in
  PB0. Without the fix, there is a chance that PB1IHURP will be
  reset to 0 at the end of the extend when the secondary quantity
  is really small and reaches the maximum extent number 123 on a
  single volume.

  Preformat by DSM is not necessary for utility operations that
  creates or resets the data set since utility will do its own
  formatting.
  

Problem conclusion

• DB2 V9 enhanced preformatting so that for utility operations
  that will overwrite the dataset, a single page is performatted.
  This enhancement is made available in DB2 V8 with this PTF.
