PM74563: RECOVERY MODE START CAUSES MINIMUM SERVANTS TO BE STARTED

Error description

If WebSphere Application Server is configured with multiple
servants (minimum servants greater than 1), this is also the
number of servants that is started in recovery mode.  It is
unnecessary to have more than 1 servant region during recovery
mode restart.
This (depending on minSRs setting) could greatly increase the
amount of CPU time and elapsed time required to start the
server in recovery mode, clean up the resources and shutdown.

This apar will provide a fix to start only 1 servant regardless
of specified min/max value when server is restarted in recovery
mode.

A server started in recovery mode will start the mininum number
of configured Servants (based on wlm_minimumSRCount).  This
will cause unnessary consumption of CPU and delays in recycling
the server.  The additional Servants are not needed to perform
the recovery actions.

Problem conclusion

Code was modified to not honor the setting of
wlm_minimumSRCount if the server is started in recovery
mode.

APAR PM74563 is currently targeted for inclusion in Fix Packs
7.0.0.29, 8.0.0.6, and 8.5.0.2 of WebSphere Application Server.
