Earlier in the joblog is shown we stop listeners, and among
those:
BBOO0222I: ZAIO0002I: z/OS asynchronous IO TCP Channel TCP_1 has
stopped listening on host * port 16452.
It appears we now trying to start listener for this port a
second time, but a port can only be started once.

When a new connection is being accepted at the same time that
the WebSphere Application Server's listeners are being paused,
a timing window exists such that the processing of the new
connection inappropriately restarts the listener. When the
server's listeners are later resumed, this results in a second
ACCEPT being issued on the same port, which leads to the abend
ABENDDC3/ABENDSDC3 with reason code 03080002.

Problem conclusion

Code was updated so that the processing of a new connection does
not inadvertently restart a paused listener.

APAR PM41530 is currently targeted for inclusion in Service
Level (Fix Pack) 7.0.0.21 of WebSphere Application Server V7.0
and Fix Pack 8.0.0.2 of WebSphere Application Server V8.0.
