Error description

• Deamon abends with an 0C4 reason code 38 when initializing the
  OLA BBOAPROP table. This abend leads to a 4091-06 abend in
  CELQLIB

  The WebSphere Application Server Daemon might fail in
  initialization processing for WebSphere Optimized Local
  Adapters (WOLA) if the PSA has been modified and WOLA
  is not enabled. This can happen if the customer is running
  IEAINITREGSTASK or PRIMEPSA. Symptoms occur as in the
  following example:

Problem conclusion

• Some WOLA initialization processing executes during daemon
  start up, even if WOLA is not enabled. This included reading
  the WOLA trace settings properties file in order to build the
  trace settings table(BBGAPROP). If WOLA is not enabled the
  properties file handling should be bypassed. This fix adds
  earlier testing of two WOLA environment variables and
  bypasses reading the properties file and building the
  trace settings table if 1. no trace settings properties file
  had been specified by the customer, or 2. if the adapter
  support is disabled.
  
  APAR PM27724 is currently targeted for inclusion in Service
  Level (Fix Pack) 7.0.0.17 of WebSphere Application Server V7.0.
