Error description

• The container is handle zOS standalone server as a cluster and
  waits to internal startup messages before it initate the load
  on start up siplets and set the server as started

  Internal startup message is not received in a standalone zOS
  environment, since zOS standalone server is treated as a
  cluster the SIP container is waiting for this message and will
  never initiate the load on startup Siplets.
  

Problem conclusion

• The SIP cotainer is not longer waiting for the startup
  message in a standalone zOS environment.
  
  APAR PM09580 is currently targeted for inclusion in Service
  Level (Fix Pack) 6.1.0.31 of WebSphere Application Server V6.1.
