PI18081: WEBSPHERE CONTROL REGION ADJUNCT (CRA) ADDRESS SPACE FAILS TO START DURING SERVER STARTUP

Error description

Randomly when starting a WebSphere server the Control and
Servant regions will startup fine, but the Control Region will
never complete because the Control Region Adjunct, AKA Adjunct
Region, was never kicked off.  There was no address space for
it, no joblog for it, etc, and you will not see the "Open for
e-business" message.  The user usually has to cancel the server
and start up again, which usually works fine.

You will find the following exception with minor code c9c212ab
in the joblog:

A timing window during initialization may lead to a
rejection of the request with a SystemException with the minor
code of C9C212AB.
Further, if the request rejected was originated from the
"start_a_CRA" method (which can be observed in the stacktrace),
then the Adjunct address space will not be started.

Problem conclusion

Code has been added to eliminate the timing window which could
cause a SystemException with a minor code of C9C212AB.

APAR PI18081 is currently targeted for inclusion in Fix
Packs 7.0.0.35, 8.0.0.9 and 8.5.5.3 of WebSphere Application
Server.
