Error description

• When HATS attempts to render a subfile that contains no data the
  actions are sometimes rendered as headers.

  The actions were not rendered correctly because the code
  checks for an input field prior to rendering the actions, and
  sets a value even though there is no input field.  This caused
  the selection list to be setup incorrectly by putting the
  actions in the place holder of the subfile header.
  In this case, both "Actions Not Required", and
  "Data Not Required" were turned on in the Actions tab of
  the subfile widget.
  

Problem conclusion

• SubfileComponentV6.java, SubfileActionComponentV6.java, and
  SelectionListComponent.java were changed.  A new internal
  setting was added to ignore input fields in the selection
  list component when there is no data or input field in the
  subfile.
