  After upgrading from version 3.8.0.4, database queries that used
  to succeed are frequently failing.

  When using the SQL extension element, if the value of an
  <argument> element has length zero then the SQL endpoint will
  return the following error: "Incomplete markup or missing
  document element".  Backtraces from the SQL endpoint can also
  result.
  

Problem conclusion

• The incorrect handling of zero length <argument> elements has
  been fixed in fix pack 3.8.1.4 and follow on fix packs.
  Firmware releases prior to 3.8.1 are unaffected by this APAR.
