Error description
With a web service proxy using an undefined host alias in the front side handler, there is an "Invalid local address" error bringing up the web service gateway.
Local fix
The front side handler can be returned to the up state by opening the Front Side Handler Object, clicking the disable radio button, then the enable radio button and click Apply.
Problem summary
Corrected the misconfiguration of the Web Service Proxy when a Front Side Handler uses an undefined host alias.
Problem conclusion
This is fixed in 3.8.1.1 fixpack.
