  Problem Description :
  In SOMA, when using do-export with all-files=false to get export
  file. The export operation will complete but an unexpted RBM
  access denied error will file.
  
  Recreate steps:
  1. send SOMA xml file with following code by curl with admin
  account.
   <dp:do-export format="XML" all-files="false">
  2. Export operation is successful.
  3. Check log, found RBM error log.
