Error description

• The WebSphere Transformation Extender COBOL Copybook Importer
  may generate a type tree with Pad > Fill value of "Before Sign"
  for a COBOL Copybook element defined as "PIC S9(5) SIGN LEADING
  SEPARATE" which may result in incorrect output.
  
  For example, if the data being processed has a value of 03000,
  the resulting output is 0+3000 and not the expected +03000.
