  PUT WIRE rules when propagate fails
  
  Problem Description:
  When PUT rule propagate fails, we were overriding the downstream
  exception with "Propagate failed during PUT rule" so the
  original exception was lost.
  
  Platforms Affected:
  ALL
  

Problem conclusion

• Modified behavior when PUT WIRE rule propagation fails.  It will
  return fail back to engine if -NOW is specified (so VALID / FAIL
  can fail the map), or rethrow downstream exception if -NOW is
  not specified.
