  Address exception when using substitute function and incorrect
  data encoding is chosen

Problem conclusion

• Prevent addressing exception by insuring that we do not exceed a
  character length table. This can occur if user chooses the wrong
  encoding and the substitute function. Now we stop processing,
  sometimes not all the data will be encoded, but if correct
  encoding is chosen Substitute will function properly.
