PM64673: DTX_SCHEMA_ENCODING ENVIRONMENT VARIABLE DOES NOT OVERRIDE OUTPUT XML ENCODING

Error description

• In WTX version 8.1, the DTX_SCHEMA_ENCODING environment
  variable is used in the CEEOPTS DD card to specify an override
  for the output XML encoding, such as EBCDIC, but this does not
  work in WTX version 8.3.

  Xerces XML output.
