Error description

• HIPAA data incorrectly passes compliance check map when the
  required the SBR09 field is absent.
  According to the TR3, the SBR09 field is required prior to
  mandated use of the HIPAA National Plan ID.

• Modified the structure trees for all the Claims Transactions
  (837P/D/I) to ensure that each of the SBR segments under the
  partition has an identifier and the validation now occurs as
  expected
  Delivered in:
  HCIP 4.3.2.1, 4.4 and future fix packs for 4.3.2.x and 4.4.x
