• The Classic XML parser fails validation of an XML file
  containing multi-byte UTF-8 data when attempting to locate a
  closing quote character.

  Classic XML parser fails validation due to premature match on
  quote when using UTF-8 data that contains 2 or more bytes of
  data to the character.

Problem conclusion

• Corrected a problem when using UTF-8 with classic XML parser,
  WTX was doing a byte compare on multibyte characters when trying
  to locate a close of a quote. To correct if WTX is trying to
  close a quote and we have a multibyte character it never a
  match. Previously if the one of the bytes of the  multibyte
  character equaled a quote we got a bad match.
