PM45987: HIPAA TRN03 VALUES DO NOT HAVE TO START WITH A 1, 3 OR 9 FOR 271 TRANSACTION

APAR status

Error description

• Based on the HIPAA ERRATA changes for the 270/271, the first
  position for the TRN03 value is not required to be 1,3 or 9 in
  either the 2100C or 2100D loop.
  
  The current design of the WTX HIPAA trees for the TRN03 item
  only allows a 1, 3 or 9 in the first position.

Problem conclusion

• RFI #1272 indicated that although the TR3s left the wording in
  their documentation indicating that in the 271 transaction the
  left most digit of the TRN03 must be 1, 3 or 9 - the intent was
  not to enforce it, so we have removed it from the trees.
